太多的美國公民對權力一無所知 —— 權力是什麼？權力如何運行？為什麼有些人會掌握權力？正因如此，那小部份理解權力的人掌握著對公眾不成比例的影響力。「我們必須讓公民權力再度引人注目，」公民教育者劉柏川說：「必須讓它再度獲得吸引力，如同過去美國革命與公民權利運動時期那般。」
